All the participants agreed to establish a shared federal government in Israel and Palestine to promote peace. The parliament approved a constitution for the Israeli Palestinian Confederation. It also agreed to grant the Israeli and Palestinian governments veto power over legislation that infringes on their sovereignty. Additionally, the parliament enacted legislation to create a common federal police force and to support significant efforts in rebuilding Gaza and Southern Israel.
