One hundred percent of the participants who voted agreed that a common federal government for Israel and Palestine would bring peace. Eighty-nine percent of the participants who voted do not think that the Israeli and/or Palestinian governments are capable of rebuilding Gaza. The IPC parliament voted overwhelmingly in favor of the IPC constitution, agreed to give veto power to the Israeli and Palestinian governments on legislation that violates their sovereignty, agreed on a plan to rebuild Southern Israel and Gaza, and to create a Joint Economic Zone in that area.
