Ninety percent of the participants supported a common government for the people of Israel and Palestine to make peace. The parliament passed a common constitution, agreed to give veto power to the Israeli government, the Palestinian Authority, and Hamas, agreed to a common Declaration of Peace, passed legislation to teach tolerance and understanding, and agreed to a common police force.
