Daoud Kuttab is an award-winning Palestinian journalist and television producer. He was the guest speaker at an IPC simulation proposing a common government for the Palestinian and Israelis.
In each simulation participants assume the role of Israeli Prime Minister, Hamas leader and Palestinian Authority President. The rest of the audience act as either Palestinian or Israeli IPC parliament members.
The simulations further require participants to assume that nationwide elections were held for the entire area of Israel, the West Bank, Gaza and Jerusalem. That 5 million people voted, 300 Parliament members, President and Vice President were elected.
Working within that framework the Parliament,
1)Ratified a constitution.
2)Passed legislation for a joint police force for Palestinians and Israelis.
3) Passed legislation requiring the teaching of tolerance and understanding in both the Israeli and Palestinian educational systems.
4) Passed legislation to create a Joint Economic Zone between Gaza and Israel.
Each legislation was accepted by the leaders of Israel and Palestine.
At his initial remarks Mr. Kuttab congratulated the IPC for a “very well thought of process ” and “excellent idea “. He explained that he was surprised by the depth of the proposals as he was previously under the misconception that the Confederation means a product of the existing governments.
Mr. Kuttab pointed out some issues which he believed may be obstacles in terms of equality and implementations but the spirit and tone of his comments were positive and complimentary.
As the simulations progressed and specific legislation were discussed and voted upon as well as supported by the Israeli, Hamas and PA government, Mr. Kuttab support grew even more. We suggest listening to the entire recording.
