The IPC suggests creating a new federal government for both Israelis and Palestinians that would operate independently of the existing Israeli and Palestinian governments. This proposed government would be elected democratically by both groups, have a secular constitution that ensures freedom of religion, and seek to address enduring issues through a parliamentary system that fairly represents all individuals. The IPC argues that this federal structure offers a way for Israelis and Palestinians to determine their own political solution—whether it be two states, one state, or another model—and to achieve peace, security, and prosperity. The IPC highlights that the current Israeli and Palestinian governments are often seen as illegitimate and obstacles to peace. Importantly, the proposed federal government would not require dismantling the existing Israeli or Palestinian governments; it would function independently and separately from them.
